-Prime Minister, 15 Ministers sworn in President David Granger will move forward with a lean Cabinet.  He will not have more than 15 Ministries unlike the previous administration which had over 18.Yesterday at the Ministry of the Presidency, Prime Minister Moses Nagamootoo, was sworn in along with 14 Ministers, four of whom are junior Ministers.The conference room was packed to capacity with the wives, other relatives and party members.APNU’s Amna Ally was appointed Minister of Social Cohesion while Ronald Bulkan will serve as the Minister of Communities, formerly the Local Government Ministry.  The Ministry of Housing will be part of Bulkan’s portfolio.Former Finance Minister Carl Greenidge is now the Minister of Foreign Affairs and brings to the field a wealth of experience in diplomatic relations and negotiations.AFC Executive Member Cathy Hughes is Minister of Tourism, while Winston Jordan will serve as Minister of Finance, and Volda Lawrence, Minister of Social Protection.Hughes told this newspaper yesterday that she has great plans to develop the sector that she can hardly wait to execute her plans which are sure to transform the industry.Guyana’s new Minister of Public Health will be Dr. George Norton.  He said that he is happy to serve the country in this capacity because he is passionate about the sector. The politician asserted that he knows what is required to return transparency and accountability to certain aspects of the sector and as such, will be making moves to address the sole sourcing of drugs at the earliest opportunity.AFC’s General Secretary, David Patterson, was appointed Minister of Public Works while Dr. Rupert Roopnaraine will serve as the Minister of Education.Dr. Roopnaraine said that education is going to be a massive challenge but he is nevertheless, enthusiastic about tackling it.Patterson said that he is eager to get to work for there is much to be done. He intends to focus on examining the Region Nine road, reviewing all contracts and making recommendations on the way forward for the sector.The Minister said that he will also be preparing projects for the annual budget which has to be submitted within 60 days.APNU’s Basil Williams has been appointed Attorney General and Minister of Legal Affairs.Four women have been chosen to serve as junior ministers within several Ministries.  Simona Broomes, known locally for being a consistent fighter against Trafficking in Persons, will be Minister within the Ministry of Social Protection while Dr. Karen Cummings has been appointed Minister within the Ministry of Public Health.APNU’s Annette Ferguson is Minister within the Ministry of Public Works and her colleague, Nicolette Henry, will work along with Dr. Roopnaraine as Minister within the Ministry of Education. The Ministry of Culture, Youth and Sports will be incorporated into the education sector.The Minister of Public Security, Omar Vizquel Tigers Jersey, formerly the Ministry of Home Affairs, is expected to be AFC Leader, Khemraj Ramjattan. He is expected to be sworn in today.President Granger said that negotiations are still ongoing regarding the Speaker of the National Assembly and the Minister of Agriculture, but these are expected to conclude today and the Ministers appointed as well.Sydney Allicock, widely accepted as a pioneer of community-based tourism, will soon be sworn in as Minister of Indigenous Peoples.Granger said that the Ministry of the Presidency will be responsible for information. In charge of this Ministry is APNU’s Joseph Harmon.He added, “I don’t intend to micromanage.  I intend in the fullest of time to not have commercial aspects of broadcasting managed by the state. I believe it should be involved in public broadcasting for matters such as health or disasters.”Ministries that have not been named such as the Ministry of Natural Resources and the Environment will fall under the purview of the President.President David Granger congratulated the Ministers appointed. He said that he looks forward to working with them and taking the country forward.

Kaieteur News was told that the Court of Appeal Judge started having complications at home and was rushed to a hospital.Doctors managed to stabilize his condition and he was Medivac to Trinidad. The preliminary inquiry in the witness tampering case against embattled television station owner, Chandra Narine Sharma, and five of his associates, Authentic J.R. Smith Cavaliers Jersey, was yesterday again adjourned after the prosecution stated that a new prosecutor has been appointed to the case.The matter is before Magistrate Geeta Chandan Edmond, at the Georgetown Magistrates Court.Sharma, his son-in-law Ravi Mangar, Tyrone Ali, Mark Reid, Raywattie Ramsaywack and Doodnauth were all charged with obstruction of justice. The court was told that Special Prosecutor Sanjeev Datadin was now prosecuting the case.Chandra Narine Sharma yesterday at courtDatadin told the court that he was only informed Sunday that he would be prosecuting the matter, and as such he needed time to prepare his case.Attorney at law Vic Puran asked the court to dismiss the matter against Sharma, due to the fact that the prosecution was unable to commence the PI. His sentiments were joined by Attorney at law Nigel Hughes.Hughes in his address to the court said that the impression the Director of Public Prosecutions, Shalimar Ali Hack, gave to the court when the matter started was that she was ready to commence.Hughes further told the court that after two months, Sharma and his five associates were charged, the prosecution is yet to commence the case.He said that the Prosecution waited until the Magistrate threatened to dismiss the case, to secure a state prosecutor.The lawyer opined that the police prosecutor on Friday should have indicated to the court, that they might have been a change in prosecutors.Ravi Mangar and Mark Reid are represented by Attorney at law Mark Waldron who renewed his old application to have the matter dismissed for want of prosecution.The Magistrate subsequently granted the adjournment. The matter is expected to be called up on Friday.Meanwhile, in the afternoon, Sharma made another court appearance before Magistrate Sueanna Lovell, as the preliminary inquiry for the carnal knowledge continues. First to give evidence was the 13-year-old virtual complainant. The matter is being heard in camera.The state is being represented by Senior Counsel Doodnauth Singh.Sharma is being represented by attorneys at law Nigel Hughes, Vic Puran, Mark Waldron and Tanya Warren. After the matter was adjourned, lawyers for Sharma said that they could not divulge any information about the case. The matter continues today.Meanwhile, Sharma yesterday told reporters that he was becoming very frustrated. He said that his health continues to deteriorate, but he still makes the effort to attend court.The television station owner said that the DPP was so “ready” to prosecute the matter…and to date nothing has happened.Sharma further said that his doctors had advised him that he needs to relax because his heartbeat continues to increase.The man explained that doctors have given his lawyers a synopsis of his condition. Sharma also said that he might have to do a minor surgery, but could not specify whether it would be done locally or aboard.Sharma is currently on $2M bail for the carnal knowledge charge. He and his five associates are all on a $100, 000 bail which was granted by Acting Chief Magistrate Melissa Robertson.

Troy Benjamin was yesterday ordered to spend the next three months in the Camp Street prison by Magistrate Geeta Chandan-Edmond for the offence of simple larceny.The accused, who did not provide the court with his address and date of birth, was unrepresented.According to police prosecutor Corporal James Garnett, on September 22, last, Merril Hoge Steelers Jersey, at Bourda Market, the defendant stole one bag of limes worth $3, 000 – the property of Sewdossie Jagmohan.Upon discovering that the items were missing, Jagmohan  reported the matter to the police and following investigations Benjamin was arrested and charged.When he appeared in court on September 30, he was remanded after he pleaded not guilty.Prior to his sentencing yesterday, Benjamin was given a chance to cross-examine the main witness, Constable Trent Holder. Surprisingly, the defendant admitted to the Magistrate that the evidence which was given against him was true.He was then sentenced.

Public Telecommunications Minister, Cathy Hughes is convinced that the plans in place for the National Frequency Management Unit (NFMU) will without a doubt place the entity in a better position to serve the public and facilitate theTelecommunications Minister, Cathy HughesGovernment’s and Private Sector’s roll-out of ICT networks and services.Expounding more on this front, Hughes said that with the liberalization of the Telecoms/ICT sector, more operators will enter the marketplace. She said that this will lead to the demand for additional spectrum.In this regard, the Minister said that the NFMU has developed a Mobile Broadband Plan that can address the need for additional spectrum. She said that spectrum for more backhaul links have also been identified.Hughes noted that the services that the spectrum will facilitate include commercial as well as health, education and other government services etc.Additionally, the Minister pointed out that the roadmap for the transition from Analogue to Digital Terrestrial TV has been developed. Hughes expressed that the NFMU is ready to move forward with this. She said that this transition will result in more spectrum efficiency and vastly improved TV signals.With regard to the NFMU’s Girls in ICT Activities, the Minister said that she will continue to raise the awareness of the benefits/opportunities for females in the ICT sector. In this regard, she said that at least 500 girls are targeted.Kaieteur News understands that the 2017 Budget also sees new projects in the pipeline such as a new building, new vehicles, monitoring equipment, office furniture etc. for the NFMU. She said that these are geared at improving the efficiency and services that the NFMU provides to all spectrum users.Hughes said that at the end of the day, one of the major objectives of the NFMU is to support/facilitate Government and the Private Sector’s plans at expanding and developing the Telecom/ICT sector.She said that this new liberalized technological environment creates an expanded role of the Public Utilities Commission (PUC).With respect to telecommunications, Hughes said that rates are to be determined by supply and demand in an open competitive market and the Commission will have oversight to ensure that the rates set are fair and reasonable.Hughes said that the role of the Commission has been widened to include advising the Minister and the Telecoms Agency when required, on areas such as pricing, fair competition, and competition protection.The Minister noted, Rick Martin Sabres Throwback Jersey, too, that the Commission will be in charge of monitoring and ensuring compliance with Licence conditions issued to the telecommunications agency.She asserted that the Commission will also ensure that quality of service indicators are monitored against set standards. She said that the PUC will establish the reporting requirements for same, and enforce compliance.
