A young man, who was on an alleged robbery rampage in Linden, was today remanded to prison, following his court appearance before Chief Magistrate Priya Sewnarine-Beharry.Martin FraserMartin Fraser, 18, of Lot 6 Constabulary Compound, Linden was today arraigned on four counts of break and enter charges, and pled not guilty to all.The first charge read that between October 28 and 30, 2014 at Central Amelia’s Ward Linden, he broke and entered the dwelling house of Nikesha Fitzkow and carted off a quantity of electronics totaling $329, J. D. Martinez Tigers Jersey, 000.It is also alleged that he between January 28 and 30, 2015 broke and entered the house of Dian Phillips and carried away a fridge amongst other items, valuing $195, 000.Particulars of the third charge read that Fraser broke and entered the dwelling house of Rolston Leon and carted off $479, 000 worth in electronics.Finally, the defendant was further accused of breaking and entering the house of Leonard Jennings. Therein, he stole a quantity of household appliances to the value of in excess of $4M.Police corporal Bharat Mangru prosecuted the matter. Fraser was represented by attorney Gordon Gilhuys, whose bail application was refused by the magistrate.The unemployed defendant will appear at the Linden Magistrates Court on March 31, for the commencement of a trial.

People’s Progressive Party/Civic (PPP/C) Member of Parliament and Attorney -at- Law Anil Nandlall is expressing concerns over reports that the APNU-AFC administration is moving ahead with the selection of persons to head a number of Neighbourhood Democratic Councils despite a court order restraining them from doing so.Following the recently held Local Government Elections, David Price Red Sox Jersey, PPP/C’s Commissioners revealed that voters from six Local Authority Areas (LAA) are likely to return to the polls following equality (ties) of votes for the election of Chairman.Representatives of the PPP/C have contended that the law is clear on this issue: in the event of a tie for the two or more candidates, another election is held in that particular Local Authority Area.If a tie should again occur, the Minister with the responsibility of that department will name a Chairman of his choice.But there have been reports that Mayors, Deputy Mayors, Chairpersons and Vice Chairpersons are being appointed in the six tied LAAs by the Minister of Communities, Ronald Bulkan.The PPP/C, in a statement, said that it is outraged by the “illegal, unaccountable, non-transparent actions of the Minister.Last week,   the PPP/C through their lawyer, Anil Nandlall, secured a High Court ruling which quashed the Minister of Communities ‘selection of Mayor and Deputy Mayor for Mabaruma and appointments of Chairmen and Vice Chairmen for the Woodlands-Bel Air, Malgre Tout-Meer Zorgen, Gibraltar-Fyrish, Industry-Plaisance and Woodlands-Farm  Neighbourhood Democractic Councils.Attorney-at-Law Anil NandlallMinister of Communities, Ronald BulkanAdditionally, the Court also sent out an Order or Rule Nisi of Prohibition, restraining persons from acting as or performing the functions of Chair Persons or Deputy Chair Persons in respect of the said NDCS.The legal effect of these Orders of Court is that the selection of these officials has been put on hold and these persons are restrained from acting in those capacities.However, Nandlall noted that recently, his attention was drawn to notices sent to the Overseers of three of the NDCs who are the subject of the recently filed court proceedings.The notices, he said, purport to invite Councillors to attend meetings of the NDCS at Malgre Tout / Meer zorgen, Industry / Plaisance, and Gibraltar / Fyrish.Nandlall describes the scenario as a travesty of the law.“An Order or Rule Nisi of Certiorari has been issued quashing the decision of the Minister of Communities, Ronald Bulkan to select Chair Persons and Vice Chair Persons of these NDCS. These persons have also been restrained by an Order or Rule Nisi of Prohibition, from acting as or performing the functions of Chair Persons or Deputy Chair Persons in respect of the said NDCs, “Nandlall said in a statement.“If these officers attempt to function as office holders, they would be violating the letter and spirit of the Orders of Court. I hope they are receiving legal advice on these issues.”The lawyer said too that the explanation proffered by the Attorney General, Basil Williams and the Minister of Communities, to justify the course of action which has been taken is “simply absurd.”“Their interpretation of the relevant sections of the Municipal and District Council Act Chapter 28:01 is simply absurd. Section 13 (6) of the Act is expressed in clear language which is incapable of an ambiguous or equivocal interpretation.”According to Nandlall, the law provides that, “If there is no election on account of an equality of votes the Town Clerk shall appoint a date not later than the 28th December in the same year for the election of Mayor from among such candidates by the voters whose name appear on the Register of Voters for the time being in force for the city.”He asserted that section 39 of the said Act applies section 13 and related sections if the necessary changes are not made to NDCs.Inexplicably, Nandlall said that the Attorney General and the Minister of Communities are both interpreting the election referred to in 13 (6) as an election done among the elected Councillors when the clear language of the section says it is an ‘election’ by the voters whose names appear on the Register of Voters for the time being in force for the city ““Such an interpretation is manifestly and patently incomprehensible. Moreover, they have failed abysmally to respond to the fact that in 1994, the identical position obtained at Gibraltar /Fyrish, NDC and fresh elections were held where registered voters in that Local Authority area voted to break the tie and elected a Chairman.”“Kenneth Joseph, the General Secretary of NAACIE was elected Chairman at that election. That aspect of the law did not change. Mr Joseph is still around and can speak on this issue, ” Nandlall said.

Sources closely associated to the hierarchy of the People’s Progressive Party (PPP) indicate that there is aPPP ExecutiveMember, Irfaan Aliplot being hatched that will see the removal of the current General Secretary, Clement Rohee.Questioned on Monday last on his knowledge about a desire to have him removed, Rohee claimed ignorance. “I do not know about that.” He then asked for the names of the persons who are part of the plot and also asked about the source of the information.Rohee added, Marcus Allen Raiders Jersey, “Maybe you can speak to me on a one on one basis, I have no idea about that (plot) but would be happy to hear further information.”Kaieteur News was made to understand that Bharrat Jagdeo, who is known as the one to usually have the last say in major decisions made at the highest level of the party, has not been seeing “eye to eye” with Rohee. As a result, Jagdeo wants Rohee to be removed from his General Secretary post.Sources say that Jagdeo himself does not want to be General Secretary at this time, but he prefers his comrade, Irfaan Ali, with whom he has a close relationship, to be appointed.Contacted yesterday and asked whether he would accept the position as General Secretary if it was put to him, Ali responded, “Do not put it to me.”Ali said that he has no knowledge of any plot to remove Rohee and would not have any part in that plot.Rohee was appointed General Secretary in August 2013 following a nomination by his predecessor, Donald Ramotar.Ramotar, who served as General Secretary since 1997, said that PPP needed someone at the helm who could dedicate more time to the party, while he (Ramotar) placed greater attention to running the country.PPP General Secretary, Clement RoheeThat nomination was unanimously corroborated by the new Central Committee.In recent times, even to the press, Jagdeo has been throwing hints that would suggest that he and Rohee are indeed not enjoying the best of relations.Rohee has made comments with regards to what the party intended to do with the money that represents the salary increase granted to all Members of Parliament by the new administration.However, Rohee’s comments did not harmonize with those subsequently made by Jagdeo.When questioned by the media as to the differences, Jagdeo said, “There is an Opposition Leader and there is a General Secretary.”

By Rehanna RamsayThe two persons fingered in the most recent multi-million-dollar housing scam were yesterday released on $1.7 million bail each when they reappeared before (Ag) Chief Magistrate Priya Sewnarine-Beharry.The two, Denise Griffith and Balkaran Lillie, Leonard Fournette Jersey, were represented by Attorneys-at-Law Rexford Jackson and Adrian Thompson respectively. The lawyers renewed their bail application.On the last occasion, the two persons were remanded on three counts of obtaining by false pretense, in that they allegedly obtained over $1 million dollars from Latchmie Manbodh, Benna Stanislaus and  Ramkumar Rajban while pretending that they were in a position to provide house lots.Reports are that the two accused had collected money from several persons under the pretext that they could legitimately acquire lands for them at a cheaper and faster rate than operated at the Housing Ministry.The defendants are believed to have created a system to trick unsuspecting persons into believing that they had connections with staff of the Ministry of Housing who would facilitate them in acquiring the house lots.Lillie and Griffith allegedly conspired together to lure their victims into thinking that they could obtain these lands at the Little Diamond Area on the East Bank of Demerara.After numerous complaints were made to the Housing Authority, a police investigation was launched. The probe led to the arrest of the two defendants, who were then placed on an identification parade where they were pointed out to the authorities. They were later charged with the offence. Further reports suggest that 18 more criminal charges are likely to be laid against the defendants.In his renewed application for bail, Griffith’s lawyer, Rexford Jackson, told the court that his client has an alibi. The lawyer claimed that Griffith was not in Georgetown but that she was in Essequibo at the time that the alleged crime was committed.Jackson further said that case against his client is one of “mistaken identity.” He explained that only one person out of a group accusers identified his client as the person who took part in the misdemeanor. The lawyer also said that his client is “only 19 years old and had no previous brushes with the law.”Attorney-at-Law Adrian Thompson who rendered legal service to Lillie requested bail at an affordable sum. Thompson told the court that his client is a laboratory technician who poses no risk of flight since he is willing to lodge his passport pending the determination of the trial.The prosecution did not oppose the lawyers’ applications and the magistrate granted both defendants bail on condition that they lodge their passports and report to Brickdam Police Station fraud squad unit every Friday. The matter is adjourned until September 17.
