â Minimum of 104 donors required by FridayWith a series of impending surgeries, anticipated medical emergencies and other operations requiring the use of blood and blood products, the Ministry of Healthâs National Blood Transfusion Service (NBTS) has extended an urgent call to the public to donate the much needed substance.Interestingly enough, the appeal comes at a time when the NBTS has been able to reach an 80 per cent voluntary donation capacity.  While not able to definitively reveal the current level of stock available at the National Blood Bank, which is tasked with furnishing the hospitals of the country with blood and blood products, Coordinator of the facility, Ms Shameeza Mangal, noted that the level is way too low.She expressed disappointment in the fact that the expected quota of blood drives across the country has slowed significantly which, by extension, has led to a reduction in the quantity of blood being directed to the Blood Bank.  Blood drives, she explained, are dependent on the support of individuals, organizations and groups that are tasked with the extensive planning and finalizing of logistics before such an operation could be realized.NBTS Coordinator, Shameeza MangalâSometimes it takes weeks before we can get a blood drive off the ground and sometimes we canât go to places like the countryside (rural areas) because it is too expensive for us to take all of our equipment and manpower there only to be able to get a few donors.Sometimes it is much better if we can just provide the transportation for them (donors) to come to us, rather than for us to go to themâ¦so this is why we are urging people to come in and donate bloodâ¦âMangal is optimistic that those within the various facets of the society such as the religious organizations and other interested bodies, could collaborate with the Blood Bank in order to increase the supply. Almost any person of adult age (17 years and older) is eligible to give blood, once they are ideally healthy and are above 110 pounds.The Blood Bank had seen a substantial increase in voluntary donation when it introduced its Good Samaritan Programme in 2006.  That Programme, according to Mangal, was designed to appeal to a wider cross-section of the population and was instrumental in bringing on board the 80 per cent voluntary donors.âThese donors have helped us to move away from the family replacement and paid donors, and research has proven that the safest units of blood come from those who donate regularly on a voluntary basisâ¦when nobody is hospitalized for that donor they are there just to freely give their blood and they would honestly answer all (screening) questions.âHowever, despite acquiring the 80 per cent voluntary donation status, the Blood Bank from time to time has been challenged with irregular donations.  This, Mangal noted, is evident with the failure on the part of most donors to volunteer during certain crucial months of the year.âIt is as if some months just donât exist for some people when it comes to blood donationâ¦itâs as if it is a seasonal thing for some. For instance, for some people, giving blood in January, June and December seems to be very difficult and it is around those times that we seem to need it more.âCome October 8 through 15, Mangal disclosed that there are plans for a number of major surgical operations at the Georgetown Public Hospital with each patient requiring a minimum of 13 units of blood per operation.âWe have to cater to open heart surgeries, deliveries where mothers may require blood, elected operations, accidents, cancer patients and it seems that this month is proving to be the most active for this year and that is why we need people to donate more.ââThe onus is on the individual to give blood so we are appealing to peopleâs inner emotions; we need individuals to show love and compassion and come out and give and it would cost them zero dollars to do soâ¦saving a life is priceless, â she insisted.Senior Minister of Health, Dr Leslie Ramsammy, in a recent statement expressed sincere gratitude to the new and regular blood donors for their continued support, NFL Jerseys Authentic Cheap, even as he too alluded to the fact that there is a critically low level of blood.  As a result, the Ministry has issued an SOS for blood.âWe are requesting regular blood donors or anyone who wants to be a donor to please come forward and make a donation.âHe revealed that during the coming weekend, a total of eight operations are anticipated â circumstances which would warrant additional blood. One looks forward to a healthy debate on the budget and not to âa fish market sceneâ, once described by the late Attorney General, Doodnauth Singh in his farewell speech in the National Assembly.âThe budget situation has been a worrying one, since the November 2011 General and Regional Elections left the ruling administration, the Peopleâs Progressive Party/Civic (PPP/C), without a majority for the first time since assuming continuous power from 1992.The Opposition â A Partnership for National Unity (APNU) and Alliance For Change (AFC) -promptly made cuts to the 2012 National Budget, an authority that the administration insisted that the Opposition did not have. Last year, the cuts continued. There were calls for budget talks, but the Opposition has been claiming that not much advancement has been made.With a few weeks remaining and the budget likely almost completed, there is the feeling that a replay is likely.According to Goolsarran, âIn April 2012, I attended the budget debate, and the scene was one of outright hostility, shouting, booing and heckling. Such behavior in the highest forum of our land is unbecoming of our elected representatives and is unprecedented in my years of association with the National Assembly, first as Deputy Auditor General, then Auditor General. I have since not returned to the Assembly to listen to another debate.âGoolsarran noted that in 2012, the Assembly voted down several items of proposed expenditure where in its opinion satisfactory explanations were not provided.This prompted the Government to mount a legal challenge to the Assemblyâs decision on the grounds that it was unconstitutional for the body to amend the budget as presented and the âAssembly could either approve or reject the budget, but not reduce it.âThe former Auditor General said that in his preliminary ruling, the Chief Justice upheld the Governmentâs position but suggested that, in view of the new configuration in the Assembly and in order to overcome any disagreement, it would be appropriate for the Minister to rework the budget instead of the assembly.âThe Chief Justice did not grant any relief since the Government had amended the Appropriation Bill to reflect the reduction in the budget. The amended Bill was passed by the Assembly and assented to by the President, and therefore the Court could not invalidate such actions.â However, the Minister could withdraw sums from the Consolidated Fund to restore the budget of the Ethnic Relations Commission which is a constitutional body.âIn no other situations did the Court rule that sums over and above what was contained in the Appropriation Act could be withdrawn from the Consolidated Fund to restore the budget as presented. Only an Appropriation Act can authorize the Minister to make withdrawals from the Consolidated Fund.âGoolsarran believes that the Government, apparently misinterpreting the Chief Justiceâs ruling, went ahead and withdrew funds from the Consolidated Fund in an attempt to restore the original 2012 budget.âWhen the Government sought to regularize the expenditure, the National Assembly once again voted against certain items. The Assembly did not approve of excess expenditure totalling $571.627 million incurred in the first half of the year while for the second half of 2012, the anticipated shortfalls in expenditure totalling $1.225 billion did not find favour with the Assembly.âIn relation to the latter amount, Goolsarran said the Government would have withdrawn funds from the Consolidated Fund to meet the related expenditure.âTherefore, the total unauthorized expenditure for 2012 would amount to $1.797 billion, a significant blemish in the history of public accountability in Guyana.âThe same scenario played out in 2013.

Narayana Rao (CRN Architects & Engineers) and constructed by Shapoorji Pallonji Group.Flooding in 2005 slowed site preparation, and delayed the start of construction, which began in May 2005. Construction costs were estimated at US$25 million.The multi-purpose stadium has the capacity of seating 15, 000 people. Providence Stadium is one of the largest sports arenas in Guyana, and now hosts Test cricket in place of the Georgetown Cricket Club, Bourda. Princess International Hotel is located next to the stadium.For the preparation of the stadium Guysuco gave up land at Providence.In August 2005 the first pile was driven at the Providence site.
