On Friday, staff bid farewell to the rented building of the Georgetown Magistrates’ Court at 92, Middle Street, Georgetown as the last of the court’s possessions were being moved to its original location on the Avenue of the Republic.$160M and approximately three years later, the building is finally ready to have proceedings resume at its original location. Despite the series of “false alarms” received before, it was recently announced by Acting Chancellor of the Judiciary Carl Singh that the sittings of the Georgetown Magistrates’ Court will tomorrow (January 20)The last of the load delivered at the Georgetown Magistrates’ Courtresume at the renovated building.Friday was officially the last day Courts One, Two, Three, Five, Six, Seven, Eight, Nine, Ten occupied separate locations. It was also the day on which proceedings were halted at an earlier hour as the staff members were busy packing the last of the ‘load’ to be re-transported to the Avenue of the Republic building.Reports are that members of staff were up to yesterday (Saturday) packing and arranging the court for Monday’s proceedings. The rehabilitation works on the building began back in 2011 and the sessions of the court were then facilitated at different locations. Chief Magistrate, Priya Sewnarine-Beharry and Magistrates Ann McLennan, Judy Latchman, Fabayo Azore and Faith McGusty were housed at the now defunct Globe Trust Building, Middle Street, Georgetown while Magistrates Geeta Chandan-Edmonds, Chandra Sohan and Delon Bess presided over their courts at the Jai Narine Building on Croal Street (behind the Magistrates’ Court’s original location).Due to the limited space, the court rooms, particularly at Middle Street, were constantly overcrowded with the many civilians who would have had matters to be heard there. During that period, many people complained about the space inhibitions and the conditions under which the court was forced to operate. In fact, the building was expected to be completed several months ago, but the reason for the prolonged delay was attributed to various problems, including difficulties with the Guyana Power and Light (GPL).The total cost for the renovation of the Georgetown Magistrates’ Court last stood at $160M. The renovations were done under the Modernisation of the Justice Administration Project, which provides for the improvement of the physical and infrastructural institutional capacity of the Justice Sector. The project was being funded by the Inter-American Development Bank (IDB).The modernized structure is expected to accommodate 10 Courts, each having offices for the Magistrates, along with washroom facilities. The court will also have accommodations for the Office of the Clerk of the Georgetown Magisterial District and support staff, along with an area to accommodate prisoners and members of the media. It will be fully air-conditioned and sound proof and have two parking lots – on the northern side of the building, on Croal Street, as well as on the southern side, on Brickdam, with reserved parking areas for court officials. As at the end of February 2013, Government had paid $52.8M in rental for the alternative building. Last year, Minister within the Ministry of Finance, Cheap Jerseys From China Online, Juan Edghill, had said that Government wanted to stop renting the premises last year. But, that did not materialise.Sources had indicated that the rental for the defunct Globe Trust building could be far more than the aforementioned figure, with the monthly cost being in the vicinity of US$25, 000. Government began renting the premises in March 2011 at US$11, 000 (G$2.2M) per month.

-nation just hearing about audits, reviewsThe People’s Progressive Party (PPP) has come out swinging against the contention that it is the mostPPP General Secretary Clement Roheecorrupt party in post-independence Guyana. The party said while the nation is being told about forensic audits into state agencies and other inquiries, it is not being given the results.General Secretary, Clement Rohee, also zeroed in on former party stalwart Ralph Ramkarran, who recently described the party as most corrupt. At the party’s weekly press conference yesterday, PPP General Secretary Rohee questioned whether Ramkarran’s gripe against the party was not personal in nature.Ramkarran’s assertions took centre stage at the press conference yesterday, with Rohee declaring, “To say that the PPP/C government was the most corrupt administration of post-independence Guyana is not only misleading, Cheap Jerseys, it is a downright and gross misrepresentation.”“Not a single case has been proven.” Rohee said, on the audits. “All that we are hearing is investigations, Commissions of Inquiries, audits, reviews and so forth.”Rohee also demanded that Ramkarran supply proof of the PPP’s corruption to which he had referenced. Rohee pointed out that while there have been many claiming that the PPP is “corrupt” and there have been forensic audits launched into several aspects of the previous PPP government, the results of the audits have not been released. To justify his contention that the PPP was not the most corrupt government, Rohee cited instances in the People’s National Congress (PNC) where there were alleged corrupt activities. He alluded to then Minister of Finance Peter D’Aguiar, who had allegedly stated that $1.5M was spent and could not be accounted for in 1967. D’Aguiar has been dead since 1989.Rohee also quoted purported statements made by former Mayor Archibald Codrington and Cleveland Hamilton to support his argument. When asked whether he was using these instances to suggest that one Government was more corrupt than the PPP’s own, Rohee backtracked and denied that he was justifying anything.Former PPP Minister Dr. Jennifer Westford in courtRohee’s comments come despite at least one PPP official- former Public Service Minister Dr. Jennifer Westford- being placed before the courts on four charges of attempted larceny. Her charge reads that she allegedly tried to transfer eight state vehicles to individuals including her husband, while she held public office. Her Ministry has also been investigated by police, who are probing a multi-million dollar fraud under her tenure. In addition, the State Assets Recovery Unit (SARU) has already recommended that several key figures from the PPP face criminal charges for their role in questionable transactions, specifically the Pradoville Two scandal. Those members were, then Agriculture Minister Robert Persaud, Westford, former Education Minister Priya Manickchand, former Labour Minister, Dr. Nanda Gopaul and Rohee himself. An expert on state asset recovery, Brian Horne, was recently brought in from the United Kingdom to liaise with Guyana’s unit. It is also expected that FraudNet (FN), an international fraud unit, will be lending its assistance to Guyana in unearthing and gathering evidence of corruption.Government has been insisting that there is no delay in releasing the results of forensic audits, which have reportedly cost over $130M. Minister of State Joseph Harmon recently took the position that the audits have to go through a process before they reach cabinet. He did, however, affirm that once they reach cabinet, they will be acted on expeditiously. The only report released thus far is the report on Carifesta X.

The advice of the Director of Public Prosecution (DPP) was regarded as crucial yesterday when 28-year-old Sherwin Lewis appeared before Magistrate Fazil Azeez at the Vreed-en-Hoop Magistrate’s Court.Sherwin LewisLewis is accused of unlawfully detaining four-year-old, Varsha Singh, between Sunday August 9 and Monday August 10 with the intent of depriving her parents, NBA Jerseys China, Parbattie Motieram and Surujpaul Singh, of possession of their child.Yesterday saw Lewis’ third appearance before the Magistrate; however, no additional charges have been brought against him.And this state of affairs Police Prosecutor, Sherwin Matthews, attributed to the fact that “we are still getting some problems with the virtual complainant (four-year-old) because of her age. She doesn’t want to speak much but we are working on it, ” Lewis assured. This disclosure prompted Magistrate Azeez to query from Matthews whether the advice of the DPP was acquired, to which Matthews responded in the negative. In emphasising the urgency of the DPP’s advice, the Magistrate underscored that other evidence surrounding the case could also be used aside from the child. “The child is just four years old, she was taken from her parents, they would have made a report to the police. The child was even rescued by neighbours who saw him (Lewis) with the child…In other words all of that constitutes evidence, ” the Magistrate asserted. Before remanding the accused, Magistrate Azeez sought to find out from him if he knew the four-year-old. And it was in a timid tone that Lewis related he didn’t.He is slated to make another appearance on October 16 at the same court. This newspaper has since learnt that through the Ministry of Human Services and Social Security the child has been receiving therapeutic assistance.
