A young Rose Hall, Corentyne man was early Sunday morning stabbed to death during a robbery which occurred while he was making his way home.According to reports 18 year-old Ajai Cecil, was pronounced dead on arrival at the New Amsterdam Public Hospital, shortly after the incident.Relatives told this publication that Cecil left his home at around 19:30 hours on Saturday to attend a Fun Day at the Area H Ground Rose Hall. However when he arrived at that institution, the gates were tightly shut and his calls from help went unanswered, forcing him to leave. The grieving man said he then drove to the New Amsterdam Hospital where a doctor on duty pronounced his son dead on arrival.Cecil was the only son for his parents and has three other siblings. The young man would have celebrated his 1st wedding anniversary yesterday with his wife Alisha who is eight months pregnant with their first child. Cecil worked with his father as a wholesale vendor of fried nuts and channa.Meanwhile this publication was told that so far one person has been arrested and the police are seeking the two other suspects in connection with the murder.

Shooting in North West…No arrests have been made yet into last Monday’s shooting to death of 42-year-old Emanuel Evans at Powis Backdam, Five Star, North West District.Reports are that Evans was shot in the chest while representing his relative, Jerseys From China, 23-year-old Ewart Hescott who was also shot in the region of his groin. -Maritime official    The Maritime Administration Department (MARAD) and the Agriculture Ministry Fisheries Department are currently crafting a Memorandum of Understanding (MOU) to guarantee vessels out at sea are in working condition, Captain Stephen Thomas, Director of Maritime Safety revealed.Small fishing vesselsCaptain Thomas explained, “The MOU would ensure MARAD inspects and certifies a fishing vessel for sea worthiness before the Fisheries Department presents that vessel with a fishing licence. In addition, MARAD would be given a document from the Fisheries Department stating that indeed the vessel is being prepared to get a licence to catch fish.”He revealed that this decision was taken during a recent consultation with fishermen. The meeting was organised after some fishermen died by drowning in a boat mishap last February while travelling to aid another crew that was attacked by pirates.Coincidentally, while this MOU is being crafted, a tug which was not registered since 2008, and was deemed unseaworthy, sank two Wednesdays ago near the mouth of the Moruca River. Two crewmen are still missing.According to Captain Thomas, a major part in ensuring the safety and security of fishing vessels is routine inspections but many boats are unregistered and this is a problem MARAD hopes to rectify.Captain Thomas emphasised that MARAD would only license a vessel once the structure is sound, adequately equipped with life saving devices and has a competent crew. But ensuring registration is difficult since new boats are put into operation almost daily and old ones neglect to re-register.Nonetheless, MARAD inspects vessels almost daily for sea worthiness. In the past, MARAD, Guyana Police Force, Jerseys NBA China, Coast Guard and the Fisheries Department used to collaborate in conducting random operations to accost unregistered vessels. This approach ended about three years ago when some ranks of the Coast Guard were allegedly involved in a robbery.According to Robeson Benn, Minister of Transport and Hydraulics, over the past 10 years the number of vessels for all activities has increased dramatically.“There is in fact a discussion already on the way between the Guyana Defence Force and MARAD based on a proposal that we made out of the recent piracy incidents as to how improvements could be made and efforts sustained.”“In terms of the Coast Guard there are talks of setting up Coast Guard bases offshore- one I think is slated for the Pomeroon River and we are viewing some other initiatives.”According to Captain Thomas, though the collaboration is yet to be revived, each agency continues to execute their operations.“The police are very active in the Essequibo River be it for maritime safety or criminal activities. We know when the police are having campaigns because it’s reflected in the numbers of persons who show up at our office to get their vessels licensed and crew certified. Over the past couple weeks we have that stream of people coming to our office because of the police having them comply in the Essequibo.”Captain Thomas stressed that with the Coast Guard and police active the combined approach is not absolutely necessary but emphasised that pressure must be maintained from the law enforcement agencies to ensure compliance.“In Corentyne whenever vessels come out of Number 66, they are in Suriname waters. The Coast Guard doesn’t want to be in that water because it’s an international border so you find most of the vessels in that water aren’t certified.”MARAD plans to have this situation reversed with the dispatching of Technical Officers across the country particularly in outlying areas such as Waini, Kumaka, Port Kaituma and Pomeroon River. This would allow a permanent presence of safety officers.Captain Thomas stated that MARAD hopes to get this done by June since it would have to recruit and train these Officers. Meanwhile, the body would be enhancing its services offered at the permanent bases in Georgetown and in New Amsterdam.Even with enhanced human resources capacity, monitoring fishing vessels may continue to be a challenge.“Fishing vessels are very challenging because the crew that takes the vessel to sea doesn’t necessarily see its maintenance. The industry has its own style of operations. The numbers of these fishing vessels pose a challenge by itself. They don’t only operate from their dedicated terminal so we don’t really have a central facility that we can put an officer there, ” he said.Captain Thomas added that MARAD plans to educate all crews that it is in their interest to ensure that their vessels are sea-worthy. The body is prepared to take complaints in confidence so that the vessels could undergo proper rehabilitation.

Guyana’s Low Carbon Development Strategy may offer some guidance to the Oxford Famine relief Committee (OXFAM) on adapting to climate change.So says Minister of Agriculture, Robert Persaud, in his response to a recently released OXFAM report on its findings of a study on climate change adaption.The report, released last April, centered on persons living in poverty.Minister Persaud pointed out that although the report drew on case studies from a number of countries with economic conditions similar to Guyana’s in terms of poverty levels there would still be distinctions based on country characteristics.Minister Persaud pointed out that there were a number of valuable lessons that Guyana could learn from the study. But he also posited that Guyana could offer “some useful guidance” to OXFAM as well.According to the Agriculture Minister, Cheap NFL Jerseys China, the country’s Low Carbon Development Strategy “contained specific approaches and projects which will make our country and economy climate resilient and goes beyond some of the regular analysis and prescriptions in preparing countries for the effects of climate change.”The report which is titled: “Climate Change Adaptation – Enabling People Living in Poverty to Adapt”, studies rural communities in poor nations that are unable to meaningfully adjust to the conditions being created by global climatic change.It examines situations that exist and suggests a number of interventions that may mitigate the impact of the phenomenon. The study is undertaken from the ground at an individual level, reaching out to the people being affected by the problem and not just studying them collectively. It also attacks the issue at a policy-making level, presenting interventions that may be applied by Governments in addressing climate change centered issues.According to the report, “geographic location is not the only or even the most influential factor of climate risk. Institutions matter much more.” It noted that the severity of the damage wrought by these changes depends on a given population’s vulnerability to the impacts of climate change and their ability to respond. The report then went on to say that countries that relied on “climate-sensitive sectors such as agriculture and fisheries are particularly vulnerable to any changes in climate conditions.” However, the researchers at OXFAM went even further to posit that, “Poverty, more than any other factor, determines vulnerability to climate change and limits adaptive capacity.”The report studied climate change related occurrences and strategies that were implemented to address them in countries such as India, Honduras, Kenya, and the Democratic Republic of Congo. With reference to the differences in conditions and practices he noted that, “… some of the approaches may not be applicable or may have to be modified for contextual implementation.”The study looked at impacts such as heat stress on crops and livestock, saline intrusion, flooding, unpredictable seasons – with crop damage being induced by drought conditions and unseasonably heavy downpours.According to Persaud, it recommended interventions that have “already been identified for Guyana, particularly in the agriculture sector”. These include “access to forecasts (and) access to locally adaptable technologies targeted to the needs of the poorest, enabling rural adaptation.”He noted that these initiatives have already “been mainstreamed in our on-going programme to adapt to the effects of climate change.”The report also studies groups that are affected to an even greater extent such as women and children who already have to deal with the disadvantages of living in a state of poverty. On the issue of gender roles, the report had this to say: “In every society, women and men have different roles inside and outside the house hold, and different resources to deliver them. In the rural communities of the developing countries where Oxfam works, men’s roles typically focus on earning cash by growing food, trading, or selling their labour.“But it is largely the role of women to provide the food, fuel, water, and the care that the family needs (all for no pay), in addition to earning some cash.”According to the report, this situation is exacerbated by the fact that these women have to work with fewer physical and financial resources which forces them to rely on natural resources – the very same resources that are being adversely affected by climate change.In this light, Minister Persaud noted that “considering the large number of women involved in some level of agriculture work (farmer, trader, processing etc.) and their special socio-economic vulnerabilities …” assessments such as the ones outlined in the report would be “timely”.He indicated that the Ministry is looking into this area of analysis and said, “Under the Rural Enterprise for Agriculture Development component of our agriculture diversification programme, we expect to carry out similar reviews.”Another area of relevance to Guyana is that of Disaster Risk Reduction which the report addresses in a general context using the Hyogo Framework for Action that represents a globally accepted disaster management plan.Minister Persaud said on this aspect “the efforts of the Government through the Civil Defence Commission to build disaster prevention/response capacity would give Guyana a sturdier footing in this critical area as we now see more frequent extreme climatic events.”

The Management and Staff of this Tropical restaurant invited passers-by, families and friends to enjoy a mixture of Caribbean flavours free of charge yesterday.One such person that enjoyed this treat was the Minister of Public Telecommunications, Cathy Hughes.
