Though City Hall struggles to pay salaries and this is the case again this month. Councillors recently voted themselves an increase of 33 percent in allowances for this year and an eight percent increase for the other workers.“On a regular basis only about 19 Councillors attend meetings. About 10 to 11 Councillors always absent. The Council is wholly dysfunctionally represented as it is by various factors and they spend a lot of time dealing with inconsequential items and in my opinion, waste a lot of time babbling sheer nonsense.”This is according to Ramon Gaskin in a document prepared on his observations of City Hall and acquired by Kaieteur News. It is unclear where City Hall would get finances for the increases but the document highlights rampant corruption among the hierarchy of City Hall. This same Council is fighting to have the three senior officers—Town Clerk Yonette Pluck, Treasurer Andrew Meredith and City Engineer Gregory Erskine— recently mired in fraud allegations, be sent on vacation leave to facilitate internal investigations. However, NFL Jerseys For Sale, the document disclosed that there is another member of the organization’s hierarchy that is misusing resources. Mayor Hamilton Greene was named as one of the individuals involved in fuel theft at City Hall.According to Gaskin, on average, Green utilizes $89, 140 per month while the three other officers, Pluck, Meredith and Erskine use $190, 280 $70, 310 and $180, 900 per month respectively. The document also stated that the Mayor’s residence is secured by nine ranks of the City Constabulary, which has 146 personnel. There are additional security guards. It is a usual cry of the City Constabulary that the body has insufficient manpower to secure market places, Council’s buildings and the streets of Georgetown. With market places lacking security, consumers and vendors have been prey to criminals.Gaskin also noted discrepancies in the sale of Greene’s last vehicle. However, he was not provided with the requested information on that sale. During Gaskin’s investigation in late May it was discovered that of the seven new trucks provided to the Council, only one was working. The remaining six were “down” for repairs but no one was attending to these trucks. In addition, Lugger Bobcats Excavator and other equipment were also said to be down for repairs. “It was observed that several items of equipment were being cannibalized. There clearly is need for a general overhaul at this location, ” he said. The Workshop Manager responsible for these repairs is in receipt of $500, 000 Petty Cash float. Gaskin was not provided with information on this spending even though a request was made.Apparently, a scrap metal business called “Good Crop” Scrap Metal is operating out of the premises at Princes Street. “It is difficult to assess how much Mayor and City Council (M&CC) scrap metal located at Princes Street finds its way into the large 40-foot containers, which are loaded up with scrap, ” Gaskin stated.Currently, the Auditor General’s office is investigating the sale of the Council’s old incinerator (Old Smokey) located at Princes Street. Council is awaiting the findings of that investigation.Another discrepancy, the document revealed, was the payment of $2.8M to Ms. Vonetta McDonald for 75 percent of “work” done. Meredith was instructed by Erskine to make that payment. The document stated that the “letterhead” for the invoice had no address and no phone number, and is in the name of MTN General Contracting and Transportation Services.Gaskin said, “There is no such entity in the phone book, nor is there a Vonetta McDonald. There is extremely “funny” business that truly warrants the intervention of the Criminal Investigation Department of the Guyana Police Force, as with the theft of fuel.”He said there is no Assets Register showing the assets of the M&CC with values attached except for buildings such as Stabroek Market.

If it is established that the Linden shootings were unjustified, all of the policemen who opened fire, as well as the one who ordered his colleagues to shoot should be charged. This is the view of one of the country’s most prominent legal officials, who told Kaieteur News yesterday that it is not necessary to ascertain which ranks fired the shots that killed the three protesters.“Once the action is in consort…even if the bullet missed they should all be charged, ” the legal official said.“If an officer gave the order to shoot he should (also) be charged. He caused them to shoot. The whole issue is whether it (the shooting) was justified or not.”The Force’s ballistics experts have established that the protesters were shot by ranks armed with shotguns. Deputy Police Commissioner Seelall Persaud has said that four shotgun cartridges were unaccounted for from the ammunition the ranks at Linden had in their possession. He also said that investigators know the ranks who had shotguns and who discharged their firearms. According to the Crime Chief, the investigators also have statements from these policemen. But while ballistic experts can match the shotguns to the cartridges retrieved from the scene of the shooting, Cheap NFL Jerseys China, they cannot establish which ranks actually killed the three protesters.A police official said that the Force’s ballistics experts are still checking firearms that have been submitted for testing. While police sources have told Kaieteur News that copper-coated pellets were extracted from two of the slain men and some of the wounded, Crime Chief Persaud is quoted in a section of the state media as saying that the pellets are not “police issue” pellets, since members of the Guyana Police Force (GPF) do not use that type of “heavy cartridge.”The Alliance For Change (AFC) and other groups have expressed a lack of confidence in the police being able to conduct an impartial investigation into the tragedy. The party hired the services of Trinidadian Professor Hubert Daisley to view the autopsies. The AFC is also attempting to have United Kingdom ballistics expert, Dr. David Robinson view the ballistics tests conducted by the police. On July 18th, three Linden protestors were shot dead and almost two dozen persons injured at the Kara Kara bridge in Linden, Region 10.There were reports that the police had opened fire on a group of persons who had taken command of the bridge which is the main access into Linden.Lindeners have been protesting a hike in electricity rates effective July 1st. That Region 10 area continues to remain a hot-bed with critical supplies to key hinterland mining and other communities areas locked off because of blocked roads.

– band managerSteel pan music is an engaging culture. Steel bands are the life of most Caribbean festivities. Many Guyanese have grown to love the ensemble over the years. However, it is the view of some people that the art form is slowly fading away and should therefore be revived without delay. One individual with such a viewpoint is Schulder Griffith who has for the past 10 years managed the Mayor and City Councillors’ City Jammers Steel Orchestra.Griffith who is also the City Clerk of Markets has for a number of years been involved in the artistic field both as a vocalist and a guitarist but has had immense involvement with steel pan music.During a recent interview with this newspaper, Griffith spoke of the formation of the nine-member steel band in 1998 even as he noted that it has been the love for art and the undeniable talent of the members that has served to keep the group together over the years. Some of them are also within the employ of the city municipality.Among the members of the group are the leader, Fabian Adams, whose expertise lies in producing the bass sound for the band along with Lawrence McRae.And then there is Ralph Cole and the lone female member Winnette Lawrence who together bring the guitar rhythm to the band.Troy Roberts and Clive Niles produce double second and double tenor, respectively, while Branford Hicks is the percussionist and Lewis Sampson, the drummer.Griffith related that the rhythmic sounds that emanate from each of the band members’ striking of the steel pans are so very well synchronised that sometimes one can even be persuaded to believe that it is a string band. The band specialises in playing soca, reggae and oldies, Womens Nike Free Run, but has been known to perform a variety of other renditions at special events including weddings and cocktail receptions. And with their appealing sounds the band has been able to tantalise the ears of people throughout the length and breadth of Guyana. They were however able to gain international recognition when they performed in French Guiana via an invitation which came through friendly municipal relations. There was no turning back on the international scene for the band after that experience, Griffith said.In addition to being invited again to French Guiana on several other occasions, the group was able to further expose its talent at the 2003 Carifesta in Suriname.Griffith said that while the group was not officially part of the Guyana delegation, the then Minister of Culture, Ms Gail Teixeira, arranged for them to be involved in the opening and closing ceremonies and other segments of the event.According to Griffith, the compelling sounds that were created by the band in Suriname saw several requests being made for it to perform at several popular spots there. And like its performance in 2003 members of the group are intent on making Carifesta X, less than two weeks away, a memorable event when it comes to steel pan music. At least five of the members are slated to be a part of a national steel band which is expected to be a big hit of the mega event. They have since been practicing regularly as is customary in order to ensure that the culture of steel pan can be greatly appreciated and retained for a very long time to come.According to Griffith, it is his belief that more should be done to preserve the art form. He suggested that steel pan music should be among the instruments that students can learn about in school and by extension, be a style of music that can move from one generation to another.(Sharmain Cornette)
